INVITATION TO BIDDERS
ROSEMONT PRESERVE PROJECT
Online Bids through BidExpress (www.bidexpress.com) will be received until 9:00 A.M. Eastern Standard Time on October 1, 2025, for the ROSEMONT PRESERVE PROJECT.
The City of Fairlawn will only accept and consider bids that have been produced and submitted via Bid Express. All handwritten bids and bids generated electronically from software other than Bid Express shall be considered non-responsive and ineligible for award.
PLANS, SPECIFICATIONS (including bid forms) AND GENERAL INSTRUCTIONS may be obtained at the following link: www.bidexpress.com
Each bidder is required to file with its bid a certified check or cashier’s check for an amount equal to five percent (5%) of its bid, but in no event more than fifty thousand dollars, or a bid bond for ten percent (10%) of its bid payable to the “City of Fairlawn.” Copies of the Check or Bid Bond shall be included as an attachment to the online bid solicitation. Original checks to guaranty bids must be delivered by 9:00 A.M. on the bid opening date to the City of Fairlawn, Office of the Mayor, 3487 S Smith Road, Fairlawn, OH 44333 in a sealed envelope marked “ROSEMONT PRESERVE PROJECT Bid Guaranty, [Contractor Name]”. The check must be drawn on a solvent bank made payable to the City of Fairlawn, OH. No proposal will be considered unless its bid bond can be verified by the bonding company or the original check to guaranty its bid is submitted to the City of Fairlawn in advance of the bid opening.
Bidders must comply with the prevailing wage rates on Public Improvements in Summit County and the City of Fairlawn, Ohio as determined by the Ohio Department of Industrial Relations.
The engineer’s estimate of cost for this project is $6,785,149.
A Pre-Bid Meeting will be held on September 23, 2025 at 9:00 AM at Fairlawn Public Service Department, 3300 Fairlawn Service Drive. Attendance at the pre-bid meeting is strongly encouraged for all prospective bidders. Representatives of the Owner and Engineer will be present to discuss the project and answer questions.
The right is reserved to reject any or all proposals, to waive technicalities or to advertise for new proposals, if in the judgment of the awarding authority the best interests of the City will be promoted thereby.

Proposals will be received at 3300 Fairlawn Service Dr., Fairlawn, OH 44333, until 3:00 P.M. Eastern Standard Time on September 30, 2025, for the BANCROFT ROAD PUMP STATION NO. 5 IMPROVEMENTS & ROSEMONT PRESERVE Construction Management.
PLANS, SPECIFICATIONS (including bid forms) AND GENERAL INSTRUCTIONS may be obtained at the Fairlawn Service Department, 3300 Fairlawn Service Dr., Fairlawn, OH 44333.

PUBLIC NOTICE
REQUEST FOR PROPOSALS
The City of Akron ("Akron") and the City of Cuyahoga Falls ("Cuyahoga Falls"), (collectively referred to as the “Cities," Ohio) have jointly issued this request for proposal (“RFP”) and are seeking proposals develop the former Hardy Road Landfill location (“Hardy Road”) by installing ground -mounted solar photovoltaic (PV) panels and/or other facilities (“PV Facilities”) on the Hardy Road real estate.
The Cities are primarily interested in evaluating two alternate ownership options for the development project: 1) a developer-owned system with a power purchase agreement (PPA) between developer and Cuyahoga Falls, coupled with a ground lease or other land use arrangement of Hardy Road between developer and Akron; OR 2) a Cuyahoga Falls owned system engineered, procured, and constructed by a developer, together with a ground lease of Hardy Road between Cuyahoga Falls and Akron. Vendors may submit for either or both options.
